This is how I got mine to connect.. via the hidden menu. I'm still stuck tho... I can't find the security code to unlock the MEID. it's 16 digits and without it, I can't write or Repair the MEID. But.. do this to access the hidden menu and put your phone in the correct mode. VERY IMPORTANT: open your device manager in windows and look down at coms/ports to find which com port your Galaxy Stellar is connected.. don't pay attention to the other locations in Device Manager, just Coms/Ports.
You'll use that port number to connect to your CDMA workshop when you open it up.
So.. do this first to access hidden menu, then connect your phone via USB cable to your PC.. look in Device MGR and find coms ports and note the com port it's connected to. NEXT open CDMA workshop and connect via that com port number ONLY.
There are many things you can do without the 16 digit security code for the MEID but you'll need it to make changes to the MEID / IMEI.
If you find the security code for the Galaxy Stellar MEID unlocker, please share it with me. NOTE.. this is not the carrier lock.. there are 3 different locks on the Stellar, I believe.

DO THIS FOR THE HIDDEN MENU on the Galaxy Stellar:
1.) Bring up the Dial Pad on the phone
2.) Press *#22745927
3.) When the "Enable/Disable Hidden Menu" comes up
tap where it says "Hidden Menu Disabled".
4.) Select "Enable" on the popup.
5.) Select "OK"
6.) Press the "Home" key to return to the home screen.
7.) Bring up the Dial Pad on the phone
8.) Press **87284 (USBUI)
9.) On "PhoneUtil" make sure "PDA" is selected.
10.) Select "Qualcomm USB Settings"
11.) Select "DM+MODEM+ADB"
12.) Select "OK"
NOTE: Don't forget to set it back when you're done.
